Enjoy the Lake Safely and Responsibly
Follow these rules to keep Indianhead Lake safe, clean, and enjoyable for all members and their guests.
If you see a violation or have a concern, please report it for board review.
Arkansas Game and Fish Commission laws apply on our lake, with exceptions as described below.
Jurisdiction of Rules
These rules apply to Indianhead Lake and Association lands, which include the small body of water west of the spillway, the boat ramp area, and the levee that runs between Waterview Place and Austin Bayside Drive and North Lake.
Rules Violations
1. Violation of these rules may subject the violator to having their membership revoked without any refund.
2. After a one-year minimum suspension, the violator may petition the Board for restoration of membership.
Membership
1. An Association membership fee must be paid for the privilege of using Association lake facilities.
2. These membership fees are due by March 31 of each membership year. New residents will have their membership fees prorated based on the number of months remaining in the membership year.
a. Outside ILPOA boundary membership is not prorated.
Usage of Association Lakes and Properties
1. Only the person paying the membership fee, their spouse, and their children under the age of 21 who reside with the person paying the membership fee, or an accompanied guest, are allowed to use the lakes.
2. Unauthorized persons using the lakes or Association property are considered guilty of trespass and may be prosecuted.
3. The lakes may only be used for fishing, recreational cruising, and paddling. No swimming is permitted!
4. No hunting or bow fishing is allowed on the lakes.
5. No motor vehicles are allowed on property owned by the Indianhead Lake Property Owners’ Association, except for the boat ramp area.
6. Pellet rifles or BB guns are not permitted on Association lakes or Association properties.
Fishing
1. All Arkansas Game and Fish regulations, as well as state and federal laws, apply to the use of the lakes. All bag limits are governed and enforced by the Arkansas Game and Fish Regulations.
a. Due to the small size of the lakes, members are encouraged to voluntarily observe the following daily bag limits to help maintain a healthy fish population in the lakes:
1. Catfish – limit of 2
2. Black Bass – 16" to 24" shall be released immediately; others – limit of 10
3. Bream – limit of 20
4. Crappie – limit of 10
2. Only rod and pole fishing is allowed on the lakes.
3. Guest fishing is allowed only when accompanied by an Association member.
Boating
1. Each boat-operating member is required to carry liability insurance. This may be covered by a homeowner’s policy or other insurance, with a minimum coverage amount of $25,000.
2. The main boat landing, located off Shoshoni Drive, is the only Association property from which boats, kayaks, or canoes may be launched into the main lake.
3. The lakes are “no-wake” lakes. This means your boat should not create any wake.
4. No jet skis, airboats, or boats propelled by a fan are allowed on the lakes.
5. No person shall operate a motorboat or other motorized water vehicle:
a. In a reckless or negligent manner.
b. At a rate of speed that creates a wake.
6. A current Association membership decal must be on all boats, canoes, or other water vessels (e.g., paddle boats). The decal shall be placed on the aft port side of the boat, canoe, or flotation device.
7. No person under the age of 12 may operate a gas-powered motorboat on Association lakes.
8. Every watercraft in use on Association lakes must have an approved life preserver for each person on board. In accordance with Arkansas Game and Fish Commission rules, children under the age of 13 are required to wear a life jacket. Boats over 16 feet in length are also required to have a flotation device that may be thrown into the water (e.g., a lifesaver ring or cushion).
9. No person may operate a boat belonging to another person on Association lakes without the owner’s consent.
Docks
1. The portion of piers or docks extending over the lake waters shall not exceed 200 sq. ft. and should not extend above the normal water level more than 36 inches. Only patio umbrellas are allowed for shade or cover on the dock. The dock shall not extend more than 25 feet from the shoreline. A request for a waiver from a requirement may be submitted, with justification, to the Board for consideration.
2. Floating docks shall use UV-stabilized polyethylene-encased floats. Non-encased polystyrene floats are not allowed. Floating docks shall have a minimum of two separate points of anchorage and shall conform with the other rules stated for fixed docks.
3. All new construction designs must be approved by the ILPOA Board. The design shall consist of a dimensioned plan view of the dock or pier, with a description of the type of dock (floating or pier), owner’s street address, point of contact, and phone number. This should be submitted to the ILPOA Board, attention: Rules Chairman.
4. To have a dock over the water on this private lake, the property owner must be an ILPOA member in good standing. Non-members must remove existing docks from in and over the water.
Irrigation Pumps
1. Irrigation pumps may be installed only by members of the Association, subject to the ILPOA Board’s approval. A signed pump operational agreement must be presented to the Board before approval will be granted. Any violation of the rules cancels the agreement to use ILPOA lake water for irrigation or other purposes. After cancellation of the agreement, the grantee must remove the pump and all appurtenances from the lake.
2. Non-members are not allowed to pump water from this private lake. Installing a pump in the lake will be considered trespassing, and the Board may pursue appropriate compliance action.
3. Irrigation pump use should be managed closely to minimize wasteful use of lake water. Pumps should not be operated during periods when rainfall is sufficient for lawn and shrub maintenance. During dry weather periods, when the lake water levels fall significantly and pose a hazard to the fish population or raise other concerns, the Board may issue a request to cease the use of irrigation pumps to conserve the lake water. Pumping may resume when rainfall reestablishes an adequate water level. The Board will send an email to the membership when the lake reaches a level sufficient to sustain the fish population and preserve the lake’s aesthetic beauty. At that time, pumping from the lake will be permitted.
